Representing Regg3, Jenny Salazar and Gigio Moratti had the privilege of presenting a paper that reimagines how Outcome-Based Contracts (OBCs) can better align with real social and environmental priorities. The vibrant exchange of ideas and the strong focus on impact measurement made SIIIC far more than an academic gathering, it was a vital platform for advancing tools that truly measure what matters. We found ourselves at a productive crossroads where academic rigor met practical ambition, united by a shared goal: making finance work for both people and the planet.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The SIIIC Conference: Building the Future of Sustainable Finance<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Sustainable and Impact Investments International Conference returned to Hamburg on January 22 and 23, 2026, hosted at the historic Handwerkskammer venue by the University of Hamburg\u2019s Chair of Management and Sustainability. Founded in 2017 by Sapienza University of Rome, this conference has grown into a cornerstone event that draws scholars, policymakers, and practitioners from around the globe to engage in dialogues on sustainable and impact finance. This edition was co\u2011organized with the European Commission\u2019s Joint Research Centre and partner research institutions across Europe, broadening its reach and interdisciplinary depth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SIIIC agenda spanned topics from sustainable finance and ESG reporting to AI\u2019s role in finance, offering both keynote addresses and panel sessions with leading experts like Robert Bauer, Katharina Beck and Andreas Hoepner. Researchers were invited to submit original work across diverse sustainability fields, with opportunities for subsequent publication in reputable outlets, underscoring the conference\u2019s commitment to quality and relevance.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Regg3\u2019s Contribution: Making Outcome-Based Contracts Work for Territories<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Our contribution, titled <em>\u201cMeasuring what matters: linking Outcome\u2011Based Contracts to territorial impact demand,\u201d<\/em> tackled a pressing challenge in impact finance: how to align contractual outcomes with the actual needs and priorities of the territories they intend to serve. Traditional Outcome\u2011Based Contracts often link payments to predefined performance indicators, but these indicators can be abstract or generic, lacking grounding in real social and environmental conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By introducing the Regg3 context\u2011driven framework, our paper argued for anchoring outcomes to measurable territorial baselines, thereby transforming OBCs from mere performance measurement tools into instruments capable of driving regenerative socio\u2011environmental change. This orientation shifts contractual logic toward local relevance and accountability, making finance more responsive to place\u2011based challenges rather than detached benchmarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, instead of setting a generic employment or emissions reduction target, the framework first identifies existing gaps, such as local unemployment shortfalls or environmental pressures relative to socially desirable thresholds, and then calibrates contract outcomes to help reduce those gaps meaningfully.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">From Indicators to Impact: How the Regg3 Framework Works<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This context\u2011forward logic enhances accountability and long\u2011term public value by treating context not as a backdrop but as a co\u2011produced, dynamic factor in contract design. Stakeholders across sectors share governance and continuous learning, enabling adaptive management that reacts to new data and shifting conditions. Embedding regenerative logic into public procurement and contract design offers a pathway to align financial incentives with multiple boundaries: social, environmental, and economic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In practical terms, the methodology begins with publicly available local indicators in areas like employment, income, and environmental pressures, establishing a baseline of where a territory stands relative to desirable thresholds. Performance targets are then calibrated based on these data, ensuring that progress is measured against context\u2011specific needs. Through continuous monitoring and feedback loops, contracts can adjust over time, which strengthens relevance and accountability while avoiding the common pitfall of metric substitution.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Joining the Debate: Regg3 at the SIIIC Panel on Banking and Finance<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond our paper presentation, Regg3 participated in the SIIIC panel \u201cDefining and Advancing Impact in Banking and Finance,\u201d a session rich in practical insights on how organizations define, measure, and communicate impact. Moderated by scholars from the University of Hamburg, the panel brought together voices from public institutes and European banks, highlighting real\u2011world approaches to integrating ESG into risk management and investment decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Panelists described frameworks like GLS Bank\u2019s \u201cimpact appetite,\u201d which sets yearly impact goals and transparently communicates them. ESG indicators are embedded in risk analysis using tools like exclusion filters and governance metrics. The conversation also emphasized the difference between \u201cimpact investing\u201d and \u201cimpact generation,\u201d two distinct but complementary strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other highlights included the importance of primary markets in shaping impact early through loans or direct equity stakes, and the role of secondary markets in spreading influence via shareholder engagement. Challenges discussed ranged from methodological difficulties in linking outputs to outcomes, to the complexity of managing trade-offs and negative impacts through covenants and due diligence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Looking Ahead: From Performance Management to Regeneration<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Looking back at SIIIC 2026 from the vantage point of Regg3\u2019s participation, the experience reaffirmed the momentum building around innovative impact measurement and financing tools. By reframing OBCs through a territorial lens and engaging with a broader community grappling with practical and methodological challenges, we gained insights that extend far beyond academic theory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What emerged clearly is that the future of impact finance depends on grounding contractual metrics in real\u2011world contexts, fostering transparent communication, and developing tools that support adaptive, regenerative outcomes.
